Can I file tax returns for my family members that do not live with me on TurboTax? And if so, Do I need the online version or the desktop version?

Yes, you can. If you are going to be preparing the returns for them, then you can use either TurboTax CD/Download (for Windows) or TurboTax Online, but you may find it cheaper to use TurboTax CD/Download if you have a lot of returns to do.
