Can't fill line 43800 to transfer tax paid to federal government

I am a resident of Quebec who works in Ontario. I am trying to have a portion of my deduced tax from the federal government to be transferred to the Quebec government.

However, TurboTax deluxe does not allow me to complete this transfer. I am not able to enter any value on line 43800 on my federal tax return. I tried to modify the number in the software but it won't let me.

It is the second year I am having this problem. It may be due to a parental leave that I have taken during the two years.
