Canada Workers Benefit ERROR negatively impacting return

As soon as I reach the Canada Workers Benefit section near the end of filing no matter whether I check yes, no, or try to bypass this section completely my refund drops by $2k.  It should not negatively impact that.  What is the remedy or how do I troubleshoot this issue.  thanks
