Climate Action incentive dependent question

In the climate action incentive section (Ontario) one question about my dependents asks if they are alive on April 1, 2020.  This would imply that I cannot submit my tax return before that date. Is that true?

That's just one of the conditions for the Climate Action Incentive, and doesn't restrict when you can file your return.
