Error Code 603- Activate - After Last Update

Hello - do you have a normal Customer support in Canada ? aka not social media - I can only see a phone no. and they can't help since this is a retail purchase.  In my account I see  the product I purchased but I couldn't find a way to upload the receipt !! What I'm missing here ? It seems like a vicious circle ...
