File you Quebec return has been "IN PROGRESS" for months. Section is grayed out.
The File sections (federal and Quebec) should become enabled so you can step into them once you've completed the Review section.
If you went through the Review section and then went back into the other, earlier sections on your return to change something, you need to pass through Review again before the File sections "unlock".
