I did freelance work for company based in United States (through upwork) but total was < 30k. Do I need to claim this? If so, where?

The answer is Yes, you still have to report your income to CRA as a freelancer. 

• You are able to claim a foreign tax credit to reduce double taxation on the same income. This tax credit offsets the taxes paid to a foreign country, provided a tax treaty is in place with that particular country.
