I need my refund of $36 dollars which i paid last two weeks ago and Tax expert didn't complete my tax return work

i worked with Intuit turbox expert and i was charged 36$ , but while she woring on my tax return , my account was locked and she was not able to finish my return , she said once my account is open , then i can claim my refund of $36 paid  for expert help which was not completed
