Missing Federal credit and tuition credit

My son has an income of $10,000 and also has tuition credits. He should not have to pay taxes, but Turbotax indicates that he will owe $250. I have looked carefully at the Tuition credits used and it says used $0 for 2022, which makes sense considering his low income.

 

It seems like the problem comes in the Federal Taxes Credits.  The first part looks right with:

Total Federal Non-Refundable Credits $2,181.00
However, the next section shows no credits and none are applied to his taxes:
Total Federal Credits $0.00
Is this a glitch and does anyone know how to get around it?

Missing Federal credit and tuition credit

As he is low income the Canada Workers Benefit may have automatically been entered but should not be eligible for a full time student. Please see the steps in our TurboTax FAQ to verify if this is the case: How do I claim the Canada Workers Benefit?
