Still Charged for #returns?

I bought the Standard Online Edition for 8 returns. Signed up and entered the activation code. When transferring the 'tt19' file, the page shows also:

By filing together with your spouse, using TurboTax Standard $19.99/return, you’ll maximize your combined refund by sharing credits and deductions.

Total to file together: $39.98

I clearly paid for the activation code to get to this stage. Seems there is another charge on top. I am confused. Can someone explain what's happening?
