Turbotax failing to activate on multiple computers

I have been using TurboTax for many years and share the installation with a couple of my relatives to use up the 8 returns that come with the license.  I was able to install on 2 computers and complete 5 returns and have now past it on to my sister but when she installed it says she cannot activate it on another computer.

Searched the help and seeing different things, one part says up to 5 computers (US?) and another says 3.  Other place suggest you need to uninstall from one computer before installing on another.  Tried that, and did not work.

Suggestions?
