Unused tuition and education amounts

When doing my daughters 2022 income tax I want to carry over all her unused tuition and education amounts. She did not make much and has a refund. Why is turbo tax using an “amount claimed in 2022” of her provincial  Carry forwards and applying them ( reducing the amount) ?
