Why can't we qualify for the CWB?

We are trying to figure out why we are having difficulty qualifying for the CWB. Maybe someone on here can help us.

We are a married couple living in Quebec. I am disabled (DTC qualified)since 2005and on Workman's comp, She is self employed. We also care for our disabled adult son (DTC qualified).

According to Turbotax, my calculations are:

total income $21,932.88

taxable income $0.00

Hers:

total income $10,582.62

taxable income $10,571.37

We are nowhere near any established thresholds and yet she does not qualify. Can someone help shed some light on this issue,please?
