it is asking for information on my parents return, how can i access provicncial scheule 11

If you are using TurboTax Online and you have already filed your return, you can login, and then scroll down to the bottom of the page to access a pdf of your filed returns. This PDF will have all the forms on your return, including your provincial schedule 11.
