Found the problem. You also have to enter the boxes A and B of the RL-8 in the dependant info otherwise Turbo Tax ignores and erases the inputs. Without Boxes A...

I'm factual resident of Qc but my perm address is outside Canada. How can I bypass Solidarity credits since I don't physically live in Qc? Can't leave blank to progress
