My wife has no employment income to declare for 2017 but does have income (and tax paid) from cashing out RRSPs. We have childcare expenses - can we claim them?

As Childcare Expenses can only be claimed against employment income and other earned income by the lower income earner, you are unable to use your expenses as a deduction. Your RRSP withdrawals do not qualify as eligible income.
