We are unable to determine from this forum why you are unable to NetFile as we cannot see your individual tax return. If it seems you meet the NetFile Eligibility Requirements and are still receiving a "NetFile" error (not a TurboTax error), I suggest contacting CRA to find out why your return is not being accepted.
