From the left side menu, please select [Your Name]’s Province of Residence from under My Info, and make sure that you have correctly chosen a province. Also under My Info, click on Contact Information and make sure that you have answered “No” to the question “Is your mailing address outside Canada?” and that you have input a Canadian address.

Using the free version. Error message said I did not qualify cause I’m not a Canadian resident, which is not true.
