Why can I not claim 100% CCA for my EV?

the dropdown menu will bring up Class 54 for 30% but not 100%

It is the 2022 online version

The depreciation rate for Class 54 is 30%. However, you can choose to depreciate your vehicle 100% by selecting Yes to " Zero-Emission Vehicle (ZEV)", if the vehicle is eligible.

I have a Tesla, however the drop down option with YES selected as a zero emission vehicle still only allows 30%

Many factors are at play, depending what information was already entered as the software directs what you are eligible for according to your answers. Please see our TurboTax article Zero-Emission Vehicles. If it should be a Class 10 for your vehicle it has a CCA rate of 30% as seen in our TurboTax article Common Depreciable Property Classes
