I claimed my tuition and the software wont allow me to transfer it to my parent. Saying 'available amount to transfer is $0'. Please advise how to change transfer amount

Is the tuition carried forward from a previous year? You can only transfer tuition in the year it's first claimed. Tuition from previous years can't be transferred.

You also can’t transfer tuition if you are using the full amount to reduce your taxes payable.
