if this is your first tax year starting after 2018 on Schedule 7

On schedule 7 it asks if this is your first tax year starting after 2018. What does this mean? At line 744 it wants a total of adjusted aggregate investment income. I don;t have any investment income or capital gains etc. TT won't let me netfile because it returns an error because this section isn't filled out. If I put any number in from 2D down, it clears the error.

Does anyone know what's going on here?
