Claim Non Capital Loss

I have non Capital loss opening balances in 2013 and 2014 totalling 4400 showing on my loss form.

2023 has an non Capital loss opening balance of zero.

I have over 11000 capital gains after the 50% inclusion rate has been applied showing at the bottom of sched 3.

I enter the total 4400 in the Claimed in 2024 column for 2013 and 2014 .   Total at the bottom  = 4400.

Turbotax applies it.

I do the review and I am told to fix it.   Review indicates there is 4400 available but points to 2023 indicating I do not have enough amount to deduct.   I tried different amounts in the Claimed in 2024 column right down to just 1$  and still the review indicates for me to FIX the error.

Is this a bug or am I reading the Loss form incorrectly and because 2023 has no balance there is nothing to claim? 

  What happens to netfile if I don't FIX the error?

I checked my 2023 Turbotax Loss sheet and found that I had claimed some loss then too.  No prob on Loss Sheet .  No Problem on Review.  No Problem on Netfile.

Thus I expect there is a bug in the review .

Claim Non Capital Loss

Despite the error that indicated THE prior year loss could not be zero,   I expect it should add up to ALL prior year losses and it did not and thus made an incorrect calc on the review.  

The loss claimed was equal to the total of prior year losses available and not more than positive capital gains reported.

A netfile was done and it was successful. 

I will see what my assessment is.
