Form T1139 Locked

How come I cannot Netfile, it says form  T1139 is locked in the desktop version.  I see all forms are unlocked in the online version.  When will this be resolved?

Turbo Tax....this problem with Form1139B is serious.  My specific issue is with Part 5 of the T1139.  Information/data entered into the software does not populate the fields in Part 5 of the form.   I cannot netfile my business returns as required using the software.  I must override a number of fields and then print and submit the return manually to CRA.  This is ridiculous.
