I bought a Turbo Tax CD at Walmart in February 2020 but when I went to install I found it was for the 2018 tax year. Walmart would not take it back. Can I use it for my 2019 tax return?

Each year of TurboTax only has the forms for the one year, so you can’t use TurboTax 2018 to prepare returns for 2019.
