My 2017 taxable income was $47,774. I amended my 2017 return. The new 2017 taxable income is now $44,895. Can I some how claim a retroactive payment for GST/HST credit?

The amendment was due to a carry back of a capital loss from 2018.

I read somewhere that the threshold was $46,649 adjusted family income for a single person. This is for 2018. I could not seem to find the threshold for 2017 anywhere.

If your income tax return was adjusted and you are now entitled to the GST credit, the Canada Revenue Agency will automatically calculate the credit and issue it to you.  You can contact them at 1 800 959 8281 to inquire when you will receive it.
