Oregon Kicker 2023

I've completed my taxes using Turbo Tax and my Oregon Refund is showing 2,688 at the top next to Federal Refund. However, my Oregon Surplus (Kicker) Credit is showing 3287. Why is my Oregon Refund not reflecting the entire 2688? That number started when I put in my income for filing jointly, and when I went through the kicker process it never changed the refund number at the top. 

Edit: I'm reading that Turbo Tax may not be recognizing the kicker? Is that something they will fix or should I see if Costco will refund my purchase of Turbo Tax and do my taxes elsewhere?
