My husband owes but I get a refund. Do I pay the balance of the 2 or should I pay his in full and wait for my refund?

Pay his in full and await your refund.
CRA deals with each person separately as far as their tax account goes.

However, if you are filing provincial returns in Quebec, you can transfer all or part of your refund to a spouse who has a balance owing. See Help for Lines 476 and 477 of the TP-1 return.
