I have an unusally high balance due after moving to quebec!

This is probably due to the Quebec health insurance. Coverage is accessible to all residents under the province's public health insurance program, Régie de l'Assurance Maladie du Québec (RAMQ).  

The annual premium contribution is being paid to Revenu Québec through your tax return can vary between 0$ to 667$ pet person, depending on your net family income.  You will find your contribution on line 447 of your Quebec tax return (TP1).
