Why do I have $300 provincial tax payable when I am carrying forward a tuition amount?

I have tuition amounts that I am carrying forward to 2019 however I still have tax payable for 2018.

Why do I have $300 provincial tax payable when I am carrying forward a tuition amount?

To view the calculation for your provincial tax owing, switch to Forms view of TurboTax/CD download and double-click on line 428 of your T1 General form.

It could be a case of having Federal tuition amounts carrying forward but not having enough Provincial tuition to cover your provincial tax owed.
