Make sure that you don't have any anti-virus or firewall software that's blocking TurboTax Download from connecting to the internet.
You can try opening the program as an Administrator. To do this, right click on the installer icon and select "Run As Administrator".
Also make sure that you are installing TurboTax Download to a hard drive on your computer. Installing it to a cloud server, networked drive or external drive might cause problems.
