Can I refile returns of 2020 /2021/2022 and 2023 to claim retroactive disability tax credit for dependent?

If you used TurboTax Download for those years, then yes, you can ReFile those years.

If you used TurboTax Online, then you can ReFile 2021, 2022 & 2023. TurboTax Online 2020 is no longer available. However, you can still make adjustments to your return. I called turbotax Canada and they told me it’s not possible to use Refile for 2021 and to go on the CRA website to download a paper for or file directly online there. 

refile on turbotax is great so I was a bit disappointed.

First contact the CRA—as when you complete the form for the Disability Tax Credit, there is a box you can check off to have the CRA automatically complete the retroactive pay for you. If that wasn't the case, then you can go directly to your CRA My Account, click on "Make Changes," and choose the year of the tax return you need to change. It is much quicker and easier.
