deleting a blank form

Is there anyway to delete blank forms besides them asking which doesn't always work?

Please try to close any open and unused forms. Select Edit>Forms>Clear Current Form, and then Edit>Forms>Close Unused Forms.

Tried that before and it doesn't work.

After many years of using your tax system, I've never experienced it as bad as this year. Just awfully frustrating.
