There could be a number of reasons why it is not working. Please contact us by phone so that we can you up and filing. To reach us by phone, please hit the Help Button (top right), and then Contact Us.

tried to call but it keeps saying call fail

You will need to make sure you put a 1 in front of the phone number to call. If you did and still getting the same response please make sure with your telephone provider that you can make 1-800 calls from your telephone.
