If you are using TurboTax Online, you can't access the forms directly. You can enter your info for the NS248 in the Provincial section of the return. Later, before you file your return, you'll get the option to download a PDF preview that shows all the forms that make up your return, including any provincial forms.

Unfortunately, TurboTax Online 2022 has been discontinued, so you can't open the return file itself. You can only access the PDF copy from the bottom of existing versions of TurboTax Online.
You can still get the information from your older tax returns via the Canada Revenue Agency (CRA) using their My Account service, which you can login to here: My Account for Individuals
