Have a read about my same issue and others who commented they too have the same issue under the discussion for "T1A form". I initially needed one of the forms that is supposedly locked (has never once happened in all my years of using turbotax). But then like you, redid and edited my entire form so I'd no longer need ANY of the listed federal locked forms and I still got the same "you cannot proceed" message about forms not finalized. I got no resolution on this forum. I spent 1 hour and 10 min on the phone with support staff who was also speaking to a supervisor and neither of them could help me. I was told another supervisor would call me back and no one ever did. And I was emailed saying my case was closed when it is far from being resolved.
There is some sort of software glitch they are unwilling to admit to and be transparent about for some reason.
I have now reached the point where I applied for/requested a refund through the TurboTax portal yesterday. And am awaiting to hear back. If I do not receive the funds within 7 business days I plan to report them and request a charge back for the filing fee paid and not being able to file while simultaneously being given false excuses/the runaround about it being CRAs fault.
I can empathize with your frustration as this should never be happening with something as pressing as taxes.

The CRA is working diligently to update its systems to reflect the currently enacted capital gains inclusion rate of one-half. However, this update may not be completed when online filing becomes available on February 24, 2025. If you are impacted by this situation, you may avoid processing delays by waiting until the updates are completed in the coming weeks before filing your income tax and benefit return. The CRA will grant relief in respect of late-filing penalties and interest until June 2, 2025, for Individual filers...
Thank you for your reply. My posts clearly state however that nothing about my return has anything to do with capital gains. It was a loss carryback. Additionally, I wrote in a separate post that I attempted to re-do my entire tax return by omitting anything having to do with that form.. meaning...my return did NOT require any of the forms listed on the locked FAQ page. It became a basic simple return and I still got the same "you cannot proceed because one of your forms is unavailable."
Again, nothing about my return has anything to do with capital gains or any of the forms listed as unavailable.
Please stop suggesting that it does. Or that I should wait to file my taxes. I paid a filing fee for a service that has yet to be rendered and continue to be lied to about the cause. The cause is your software update recently that your agent told me about on record. And it's causing glitches for me and many many others. Stop passing the blame to CRA.
This discussion help forum has been highly disappointing. I recognize you as an agent are simply doing your job as told and that this lack of transparency and lack of proper ethical customer service is coming from the top down. And also that doesn't change the fact that myself and many others have paid and are blocked from filing. Hopefully those in power at TurboTax see how much of a mess this UI update has caused.

As stated in my previous message, none of the locked forms are applicable to me. Despite speaking with three different agents, I received no helpful assistance. One agent, with whom I spent over an hour on the phone, even remarked, “ I should have been done work 15 minutes ago” before abruptly hanging up on me. This was extremely unprofessional and disrespectful, as if I chose to waste my time and money on a service that has failed to deliver.
I have now requested a refund, as this situation is completely unacceptable. No one has been able to resolve the recurring issue, and instead, there has been a continuous cycle of blame-shifting. As clearly stated by @Freedom111 , TurboTax needs to stop pointing fingers at the CRA and actually address the problem. I have outlined all the steps I have taken, including restarting from scratch and completing a simple, basic return yet I continue to receive the same error.
TurboTax must properly train its agents and take responsibility for the glitches in its system. I expect a prompt resolution to my refund request.

Que faites-vous pour des milliers d'autres clients qui ne peuvent toujours pas envoyer leurs déclarations pour des formulaires verrouillé? Ça fait exactement 2 semaines que je tente d'envoyer 4 déclarations et le même problème surgit à répétition. Pouvez-vous réglé le problème et arrêter de mettre ARC en faute car même au Québec nous en sommes pas capable. Ça fait vraiment très longtemps que j'utilise votre produit et si pas de réponse positive je vais demander aussi remboursement et changer de compagnie.
